Pressure is the dividing line
The clearest way to separate HBOT and EWOT is pressure. HBOT is defined by raising the ambient pressure inside a sealed chamber above the normal 1.0 ATA — the pressurised environment is the whole point. EWOT keeps the person at normal atmospheric pressure and instead has them breathe high-flow oxygen while exercising, the idea being to combine oxygen and physical exertion. Because EWOT never raises pressure, it is not hyperbaric, and it cannot deliver whatever a pressurised environment is intended to.
